In Japan, it has become obligatory to conduct environmental impact assessment for projects such as power stations, roads, railways etc., in accordance with the Environmental Impact Assessment Law enacted in 1997. Also, local governments have set their own environmental impact assessment procedures/criteria through local ordinances, and taking environmental considerations from various perspectives into project planning has become an essential requirement. Additionally, large-scale overseas development projects that are run with official development assistance (ODA) or funded by financial institutions are now not only required to consider the impact on the natural environment but also on the social environment such as peoplefs livelihood, local communities, etc.

Environmental impact assessments in Japan

  JANUS, since its foundation in 1971, has been providing environmental impact assessment consulting services for the construction of power plants as its main field of expertise, but also in many other areas. We also provide consultancy services by gathering data on the trends in environmental impact assessment practice and updating information on the revision of related laws and regulations.
  Besides offering wide-ranging support on environmental impact assessment procedures, we also conduct preliminary exploratory studies, documentation, review boards, handling stakeholder meetings, monitoring, and post-surveys.

Environmental and social impact assessment in other countries

  JANUS uses its experience with environmental impact assessment in Japan to address environmental and social impact assessment (ESIA) in other countries as well. We assist with environmental impact assessment procedures not only through surveys, projections and assessments but also by management services including the creation of ESIA reports compliant with local laws and regulations, consultations with administrations concerning environmental, social and economic impact, stakeholder meeting support, and handling cultural differences.
  We also offer services such as environmental reviews for financial institutions, project feasibility studies and surveys on environmental laws and regulations.
  As a first step, we conduct surveys in Japan, however, if the situation in a foreign country is not fully understood, we conduct surveys in the concerned country, interviews with local government bodies, business partners, customers, and local consultants.. Our consulting is focused on avoiding or mitigating any negative impact on the natural environment and local communities wherever possible and, in that sense, we compare international standards and national standards of the project country as a way to contribute with achieving excellent project environmental performance .
